Maine is where the American heat pump argument is most clear-cut. It is also where a lot of out-of-state content gets the reasoning backwards.
The counterintuitive economics
Maine’s residential electricity price is 29.59 cents per kilowatt hour, second only to Massachusetts in the continental US. On that fact alone, a lot of national commentary concludes that heat pumps are a poor fit for Maine.
That conclusion is wrong, and the reason is that electricity is not expensive relative to heating oil.
Heating oil at $3.62 a gallon delivering 138,527 BTU per gallon through an 82 percent efficient furnace produces heat at roughly $40 per million BTU. A cold-climate heat pump at a seasonal coefficient of performance of 2.47 including duct losses, on Maine electricity, produces the same delivered heat at roughly $22 per million BTU.
That is a saving of about 45 percent on the largest energy line in the household budget. Maine has 7,826 heating degree days, which is a genuinely severe heating load, so “the largest energy line” is a big number. What to specify
Cold-climate equipment is not optional here. A standard heat pump in a 7,826 degree day climate will lean on backup resistance heat through January, which destroys the operating cost advantage that justified the project. The equipment tier that works in Virginia does not work in Portland.
The good news is that Efficiency Maine’s rebate structure rewards the correct specification, and the state’s context has pushed contractors toward cold-climate expertise more than almost anywhere else in the country.
The rebate layers
Efficiency Maine pays about $500 to $1,000 per eligible outdoor unit at the standard tier, $1,000 to $2,000 for moderate-income households, and up to $3,000 per unit for low-income households, within a lifetime cap of $9,000 per housing unit.
The per-unit structure with a per-housing-unit cap matters. A whole-home conversion with multiple outdoor units can reach the cap, while a single-head installation will not. If you plan to convert in stages, the lifetime cap means the sequence is worth planning.
Maine’s federal HEAR allocation reached its reservation ceiling within weeks of opening and new applications are waitlisted. This is worth stating clearly because a lot of content still advertises combined Maine incentive totals that include HEAR money, and that money is not available for new applications as of our last verification.
Housing stock
Greater Portland’s housing skews older, and much of it was built around hydronic baseboard or steam heat rather than ductwork. That makes ductless systems genuinely competitive here rather than a fallback, and a multi-zone ductless installation is a common and sensible approach for a 1920s Portland house.
The electrical situation also deserves early attention. A 7,826 degree day climate means the system will run hard, and if the service cannot support it without a panel upgrade, that is a $1,400 to $5,500 line item that needs to be in the budget from the start.
