Electrical panel upgrade cost for a heat pump
This is the line item that turns a comfortable heat pump budget into a difficult conversation. It is also frequently avoidable, and the difference comes down to one calculation.
The short answer
A 200 amp panel upgrade costs roughly $1,400 to $5,500 installed, including the panel, breakers, labor and a permit. If the service entrance, meter or mast also needs changing, expect $5,000 to $18,000, because the utility becomes involved.
Whether your heat pump project needs any of this is not a rule of thumb. It is a load calculation against your specific service and appliances. Anyone who tells you a heat pump requires a panel upgrade without running that calculation is guessing, and the guess is expensive.

When a heat pump actually needs a panel upgrade
The honest answer is that it depends on the rest of your house, not just the heat pump.
A heat pump by itself is usually manageable. The problem appears when it is added to a service that is already near capacity. A 100 amp service serving an electric range, an electric dryer, a water heater and a couple of window air conditioners has little headroom. Add a ducted heat pump with electric backup heat and the calculation stops working.
Two things commonly avoid the upgrade. A ductless mini split draws less than a whole-home ducted system, so it fits into more existing services. And a heat pump with a non-electric backup, whether existing gas, propane or a retained oil system, avoids the large electric resistance draw that causes most of the problem.

How to avoid the upgrade, when it is avoidable
These are legitimate engineering choices, not workarounds.
- Choose ductless where the house allows it. A multi-zone ductless system can heat a home with meaningfully lower peak electrical demand than a ducted system with resistance backup.
- Keep a dual fuel arrangement. Let the existing gas or oil system handle the coldest weeks. This removes the backup heat elements that usually trigger the upgrade.
- Look at load management devices. A controller that sheds the backup heat elements or an EV charger while the heat pump runs can reduce the calculated load without changing the service. These are code-recognised in many jurisdictions now.
- Time the upgrade with other work. If you know you want an EV charger or a solar connection in the next few years, do the panel once and do it properly rather than twice.
Incentives for the electrical work
Some state and utility programs treat an electrical panel upgrade as an enabled measure and will fund part of it when it is required for an electrification project. It is rarely covered on its own, and programs that do cover it usually require the electrical work to be pre-approved and performed by an approved contractor.
