Greater Boston is a strong heat pump market with an awkward housing stock, and understanding that tension is most of the local analysis.
The economics
Massachusetts residential electricity is 29.61 cents per kilowatt hour as of June 2026, among the highest in the continental US. Massachusetts natural gas is also expensive at $31.39 per Mcf, which is unusual. Usually a state has expensive electricity or expensive gas, not both.
That combination means the heat pump case in Boston depends almost entirely on your current fuel.
Against oil, which heats about 24 percent of Massachusetts homes, the case is strong. At $3.62 a gallon and 82 percent efficiency, oil delivers heat at roughly $40 per million BTU. A cold-climate heat pump on Massachusetts electricity costs roughly $26 per million BTU after duct losses. That is a 35 percent reduction on the largest energy line in the house.

The rebate stack
Massachusetts has the most mature incentive program in the country. Mass Save pays up to about $10,000 for whole-home air source heat pump projects, with lower tiers for partial-home installations and a sizing bonus for partial projects designed to cover the full heating load.
The critical operational detail is the reservation requirement. Mass Save generally requires a rebate commitment letter secured before installation, and the letter is time-limited. Confirm this in writing before signing a contract.
The housing stock problem
Boston’s heat pump costs run above the national average, and the housing stock is why.
A large share of the metro’s housing predates 1940. Many of those homes use steam or hydronic heat with no ductwork at all. For these houses, a ducted heat pump means building a duct system, which can add $3,000 to $12,000 and destroy finished space. Ductless systems avoid that, which is why mini splits are often the more practical path here.
Compact lots and tight mechanical spaces complicate outdoor unit placement, and older electrical services frequently need evaluation before a heat pump is added. Boston’s large triple-decker stock adds another wrinkle, since each unit may have its own service and the panel situation has to be assessed individually.
What to do
Get the electrical question answered first, because a panel upgrade discovered late is the most expensive surprise in this market. Then confirm your Mass Save reservation. Then compare ductless and ducted options, because in Boston’s housing stock the choice is often made for you by the building.
